The basis of electronic administration

Filing Plan

The filing plan is the structuring of the inventory of an organization. It defines additional organizational goals such as archiving periods, jurisdictions and clearance levels. The filing plan is hierarchical and not limited in the number of levels and content.

Fabasoft eGov-Suite allows the use of a filing plan to structure all inventory and supports the gapless compliance with the organization’s bylaws. Custom editions for different countries and their regulations are completely supported, special structures and organizational specifications are included.

In Germany for example, the inventory derived from the filing plan consists of filing plan entries, case files, processes and documents. In Austria these correspond to subject areas, files, business cases and business items. In Switzerland the inventory is structured after an ordering system, consisting of ordering positions, dossiers, subdossiers, mandates and files.

Electronic and qualified digital signatures

To ensure the authenticity of internal and external use, Fabasoft eGov-Suite provides the implementation of electronic signatures as well as digital qualified signatures and timestamps.

Electronic signature
An electronic signature is normally used for internal signing and documents upon access and versioning their approval by an authenticated user with this kind of signature. Because of the versioning, the signed version of the business object, the user signing and the signing date are unchangeably documented.

Timestamps
Fabasoft eGov-Suite allows attaching timestamps via third-party products based on the standard protocol RFC 3161.

Advanced or qualified electronic signature
Through the inclusion of the third-party product OpenLimit Signature-Suite, an advanced or qualified electronic signature can be attached to document content within Fabasoft eGov-Suite which can – depending on the process – be relevant for legally binding electronic communication with citizens and companies.
