TASK

The Swiss Federal Department of Justice and Police (FDJP) has been using a Fabasoft project solution in the GEVER field based on an extensive “IDM” pre-configuration since 2002. This no longer fulfils all aspects of the defined GEVER requirements of the federal government (Bund). This intermediate layer makes the release and update capability more difficult. For this reason the FDJP decided to return to the standard.

SOLUTION

Fabasoft provides a standard solution defined by the Swiss Confederation based on the general contract for the standardisation of the GEVER-Fabasoft solution “Bund” (2005). New requirements are implemented in the product on a “once for all” basis via the Fabasoft Change Board without additional investments, thus ensuring the release and update capability of the manufacturer. In the course of a migration to the standard a department domain can also be set up which is a considerable help when introducing cross-agency processes and the full rollout at the department. In addition to this the security requirements can also be fulfilled more effectively.

IMPLEMENTATION

The General Secretariat and several federal offices at the FDJP have used Fabasoft eGov-Suite for GEVER since 2002. The solution is based on what is known as the IDM layer, a pre-configuration of Fabasoft eGov-Suite that leading visionaries and “pioneer offices” developed in the first years of using GEVER. It was at this time that the decision was taken at department level that there should be a change to the standard product at a particular time.

This solution no longer fulfils all the defined requirements of GEVER and the problematic release and update compatibility of this preconfiguration entails additional work and expense. It was for this reason that the FDJP decided to migrate back to the standard during a GEVER harmonisation process in 2008, introduce a Fabasoft department domain at the same time and carry out the entire rollout in the department. A GEVER FDJP Programme Manager responsible for the CC GEVER team was appointed for this at General Secretariat level.

The FDJP appointed Fabasoft to set up a uniform department domain with clients per administrative unit at the same time as “migrating to the standard”. This enables the electronic collaboration between the administrative units without any media discontinuity and considerably simplifies the introduction of inter-office processes. This represents the basis for the introduction of the inter-departmental processes (IDP) from 2012 and the cost-efficient realisation of the GEVER Federal programme.

Based on this general contract of 2005 Fabasoft today provides a standard solution defined by the Swiss Confederation which can be used by and is of major benefit to both departments and agencies. End users, for example, can specify requirements concerning the further development of the solution and product wishes via the Fabasoft User Group and the Change Board “Bund” without having to make any additional investments. The release and update capability of the product manufacturer is also ensured.

OBJECTIVES MET

The FDJP now has a GEVER-Fabasoft standard solution which fulfils all requirements defined by the Swiss Confederation in the GEVER field of application. The release and update capability of the standard solution is ensured by the product manufacturer. Further developments can be presented via the Fabasoft User Group. The FDJP department domain with clients supports the electronic collaboration between the administrative units without any media discontinuity and simplifies the implementation of inter-office processes and the introduction of interdepartmental processes. The full rollout is progressing as planned and will be completed at the end of 2011.
