TASK
The office of computer science coordinates all the IT issues of the eighty offices in the Canton Thurgau in Frauenfeld. This concerns the aspects of hardware as well as those of software. The software product LinkWorks has already been used since 1995 for administrating saved dossiers and documents, but it was not advanced further on. The office of computer science looked for a standard-software as its replacement product, which would support the strategy of Open Source of the canton in an absolute way.
SOLUTION
In April 2006 LinkWorks was replaced by the GEVER standard product Fabasoft eGov-Suite in the Canton Thurgau. GEVER is short hand for business administration. With the Fabasoft eGov-Suite version 6.1 the customer is able to work with an international first-rate E-government software, which meets the high demands of an electronic business administration. This solution was implemented as a web application utilizing the Fabasoft VAPP Technology. With the definite allocation of all documents to certain dossiers and their process oriented delivery, an office wide comprehensible and time-saving search process is created.
IMPLEMENTATION
The project started in February 2005 under the name “iBIS+” and transferred the existing data to the new system by using migration. 1 600 licenses of the Fabasoft eGov-Suite were started as central group application, in a “Big-Bang-Rollout” in about 80 offices. At the beginning special importance was attached to the compilation of a broad specification, which offered common comprehension about the developing project solution. The identified subject areas were discussed during several workshops and then precise use-cases and method resolutions were created. That procedure was a main condition for the efficient realization and of the tightly scheduled milestones. Moreover, the accompanying instruction of employees and thus the guarantee of the user acceptance, too, were considered equally important. Also the use of Mindbreeze Enterprise Search 2.0 of the Fabasoft subsidiary company Mindbreeze delivers economy of both time and costs. The software makes possible an easy and efficient search and regarding essential data is a well integrated part of the Fabasoft eGov-Suite.
Open Source strategy
The electronic business administration with the Fabasoft eGov-Suite in the Canton Thurgau is a pan-European showcase concerning the choice of the platform, because the canton is committed to Linux. Backend- and Webservers are run on Red Hat Enterprise Linux AS 4 Update 2 and Oracle Database 10g Release 2 is used as database. Andreas Fritschi, chief of the office of computer science in the Canton Thurgau: “We are ground breaking in the Canton Thurgau. We are of the opinion that we can achieve both aims with Linux: lower costs as well as ground breaking solutions, and due to that we have motivated employees too. Therefore we can say, that in the long term all argues for the Open Source Software.”
OBJECTIVES MET
The Fabasoft eGov-Suite 6.1 creates calibration traceability and a process oriented administration of information in Thurgau. At this juncture the electronic workflow is particularly important. The new system offers comprehensive office communication with the electronic workflow: office and department applications and also government applications are handled rapidly and efficiently. Users benefit from the main simplification of the safety concept and the access control.
