TASK

Since 2003, 330 employees of the Federal Railway Authority (EBA) have been working with the Fabasoft eGov-Suite as part of the DOWEBA project. With the successful implementation of the task- and plan processing, the EBA developed a reference solution for other authorities in the subordinated divisions of the Federal Ministry of Transport, Building and Urban Affairs (BMVBS). Knowledge, know-how as well as solution components should also be available for other government departments.

SOLUTION

The development of a reference solution for the Federal Administration of Transport, Building and Urban Affairs (BVBS) needed to ensure that the authorities of the BVBS were able to implement a software-based solution for task processing quickly and economically. The BVBS-reference solution is based on Fabasoft’s standard eGov-Suite software product, which covers the areas of record management, document management, work-flow and task processing. The Fabasoft eGov- Suite is certificated according to the DOMEA 2.0 specification. For BVBS authorities in the field the Fabasoft eGov Suite was supplemented by the integration of the visual display software Spicer Imagenation Viewer.

IMPLEMENTATION

Within the DOWEBA project the BVBS- reference solution was conceived and implemented involving longterm employees of the EBA and leveraging their know-how. The reference solution acts as a crossfunctional application for authorities of the BVBS. The implementation of specific accommodations was based on the BVBS- reference solution. In this way experiences were determined by so called “degrees of freedom for reasonable basic conditions”. An example of this would be the kilometers of railway in the EBA. Additionally, adaptations were made to the object model regarding the meta information in order to support the technical operations of organizational units optimally. The EBA offers the opportunity to submit applications for vehicle registration as well as applications for inspection by the building authorities for certain projects electronically. The subsequent authorization process in the EBA is also carried out completely electronically in DOWEBA. Qualified digital signatures are involved throughout the entire process. DOWEBA was designed for a high availability and scalable operation in a data processing center. In addition to providing support for this initiative, Fabasoft also aided in the design of the infrastructure established by EBA as an overall solution for all of its employees. The Fabasoft eGov-Suite 6.1. client runs on Windows XP, while in the back-end the Fabasoft eGov-Suite runs on Windows server 2003 using an Oracle 10g database. In the first half of the year 2008 the overall rollout to 1,300 employees of the EBA in 16 locations throughout the Federal Republic is scheduled to be completed. The BVBS- reference solution has been available to authorities of the BVBS since September 2006 and is also used by the DWD (German Meteorological Service) and the LBA (Luftfahrt-Bundesamt).

OBJECTIVES MET

With the mapping of optimized business processes in DOWEBA the EBA is seeking to reduce current costs. Additionally, the EBA is able to present a uniform interface to their customers and business partners. Internally, any information is available to all employees, which has resulted in a reduction in the time needed to retrieve files. Authorities of the BVBS have been able to implement a software-based solution for task processing quickly, economically and based on a standard processing model.
