TASK
The Upper Austrian Chamber of Commerce (WKOÖ) is the lobby for entrepreneurs in the federal province of Upper Austria. It provides information and consulting Services and, together with the Upper Austrian Institute for Economic Promotion (WIFIOÖ), is also active in the field of further education and training. In order to enhance its customer service WKOÖ and WIFIOÖ decided to provide online services for clients and members.
SOLUTION
WKOÖ and WIFIOÖ have been working with Fabasoft products since 2003 in course management and in the customer service centre, for example, to offer advice and information faster and more professionally. As a consistent further development of its customer service WKOÖ and WIFIOÖ decided to provide basic online services for its members in 2008. In the concepting and design phase the decision fell in favour of Liferay as the portal solution and Fabasoft Folio as the implementation platform.
IMPLEMENTATION

Following a tendering process Fabasoft was awarded the contract to develop and start up an IT application environment. The detailed specification, development and introduction of the new IT application environment were carried out in the client information system project. The project was divided into several phases. Workshops were held in the first phase to create the detailed specification for the required functions according to the requirements of the individual sectors. Interfaces to the heterogeneous systems such as materials management in SAP, the printing and enveloping line and the heating and monitor control systems were coordinated in the process. Both online interfaces via SOAP and file-based batch interfaces were used.
In the implementation phase the focus was on the view of the client, i.e. the client has a single presence in all systems and is thus clearly identifiable for each individual area. Following an extensive test and pilot phase the old data was migrated and live operation was started in August 2007. The employees can now react to inquiries and give information faster.
As a consistent further development of its customer service work began on developing basic online services in 2008. The open source product Liferay was chosen as the portal solution and Fabasoft Folio was used as the implementation platform. The following services went live in February 2010: apprentice contract service, vehicle confirmation for carriers and insurers, return call service, company register information, my events, my post office box. The documents called up in the online service area are made available in a final PDF format in the online service post office box, confirmed with the appropriate electronic signature. This makes WKOÖ and WIFIOÖ leaders in the use of the electronic and official signature as they are one of the first organisations in Austria to offer this service.
OBJECTIVES MET
Die ersten Services standen mit Februar 2010 zur Verfügung. Diese Online-Services ermöglichen es nun Mitgliedern und Kunden auch außerhalb der regulären Servicezeiten auf die wesentlichen WKOÖ und WIFIOÖ-Dienstleistungen (z.B. elektronisches Lehrvertragsservice, elektronische Gewerbeanmeldungen etc.) zugreifen zu können. Es ist geplant weitere Services im Sommer 2010 produktiv zu setzen.
